Involved Institutions: Instituto Costarricense de Electridad
Provider: SOIN Soluciones Integrales S.A / Oracle
Our solution:
• SOIN led a comprehensive proof of concept (POC) that combined strategic consulting, knowledge transfer, and technical development, including:
• Define the Migration Architecture: Phase one proposed a controlled coexistence model in which Oracle OSM would assume commercial order management, integrated with the client’s legacy system as a single point of interaction, minimizing operational impact on the legacy environment.
• Training and Knowledge Transfer: Official Oracle OSM training sessions were coordinated and delivered for ICE and SOIN teams, ensuring a deep understanding of the technology and industry’s best practices.
• Demonstrate Technical Capabilities: A fully functional LAB environment was implemented using the complete Oracle stack (Siebel, OSM COM/SOM, UIM, ASAP, BRM) to demonstrate real-world scenarios of a convergent ecosystem (activation, termination, modification, and suspension of NPlay services).
• Design Practical Integrations: Key integration points between OSM and the client’s legacy system were defined (such as feasibility checks, order creation, and status notifications), documenting process flows and data structures (XML) for specific use cases, establishing the foundation for subsequent development.
Results:
• Technology Validation Completed: The proof of concept (POC) demonstrated that Oracle OSM and the associated Oracle stack were technically capable of supporting ICE’s convergent commercial and order orchestration processes.
• Strategic Roadmap Defined: A clear, feasible phased migration roadmap was delivered, reducing operational risk and aligning business and technology stakeholders on the execution path.
• Enhanced ICE Team Capabilities: Training sessions and joint design workshops significantly strengthened the internal capabilities of the Client’s IT team to lead future transformation initiatives.
• Transformation Foundation Established: The project successfully advanced from feasibility analysis to integration implementation readiness, generating the confidence required to proceed with formal technical requirements and infrastructure acquisition.
